Consistent with Governor Murphy's Executive Orders 103, 104 and 107 on COVID-19, NJ TRANSIT is committed to continue procurement operations to the maximum extent practicable. We want to reassure our current partners and future bidders that we are continuing to closely manage purchasing and procurement processes and may make adjustments as necessary due to the ongoing pandemic. We are pleased to share that our staff across NJ TRANSIT has worked tirelessly and creatively to keep the procurement process, and the critical projects those procurements support, progressing, even in the face of a global health crisis. Further, NJ TRANSIT is actively conducting outreach to various disadvantaged and small business concerns in an effort to ensure their maximum participation.
We encourage your firms to submit responses to upcoming Invitations for Bids (IFBs) and Requests for Proposals (RFPs) for projects of varying sizes advertised on the NJ TRANSIT Procurement Calendar and BID EXPRESS, and to continue to mine the valuable resources offered by the Disadvantaged and Small Business Enterprise communities in your efforts.

NJ TRANSIT administers its Invitations for Bids (IFBs) through the BID EXPRESS service. It is paramount that all vendors register, set up to bid electronically, and navigate the service well in advance of upcoming solicitation deadlines. General navigation (registering, setting up to bid electronically, and solicitation review) of www.bidexpress.com prior to actual selection of a solicitation for bidding is FREE. The fee schedule is available on the website. NJ TRANSIT administers its Requests for Proposals (RFPs) utilizing a Secure File Transfer Site (SFTS) via Microsoft OneDrive to provide a secure method for facilitating file transfers with outside parties. Refer to NJ TRANSIT’s Procurement Calendar for additional instructions.
