Bill Brooks’ Leadership Has Played a Vital Role in Some of New Jersey’s Critical Infrastructure and Economic Projects For Over 35 Years

NEWARK, NJ — NJ TRANSIT’s Senior Vice President of Capital Delivery Bill Brooks has been recognized with the prestigious Eagle Award from the New Jersey Alliance for Action.

Brooks was honored for his outstanding contributions to the advancement and delivery of critical capital projects at NJ TRANSIT that improve mobility, safety and reliability for millions of customers across the state.

As Senior Vice President of Capital Delivery, Brooks oversees NJ TRANSIT’s extensive portfolio of infrastructure, construction and improvement projects. His work has helped advance transformative investments that support the agency’s mission of providing safe, reliable and sustainable transit services for New Jersey residents. Among the projects Brooks is leading is the Portal Bridge replacement.  The new bridge will replace the current 115-year-old swing bridge, which opens for maritime traffic resulting in a bottleneck along the busiest stretch of passenger rail in the country.  The new bridge is a fixed span that eliminates the need to open and close.

Brooks has over 35 years of experience in capital program management, engineering and infrastructure delivery. Prior to joining NJ TRANSIT, he held senior-level positions in both the public and private sector, with a primary emphasis on transportation infrastructure. 

Brooks most recently served as Senior Vice President of a full-service, nationally ranked engineering firm, overseeing their transportation business line in New Jersey and Pennsylvania. He has been directly involved with several major NJ TRANSIT infrastructure initiatives prior to joining the organization, giving him a deep understanding of the agency’s needs and its approach to managing large-scale capital programs. 

In addition to his professional achievements, Brooks is dedicated to workforce development, mentoring the next generation of engineers and project managers. He is a long-term resident of New Jersey and has been an active member of industry organizations, including the NJ Alliance for Action, ACEC, American Society of Civil Engineers, SNJDC and American Society of Highway Engineers.

The New Jersey Alliance for Action presented Brooks with the award at its annual Eagle Awards dinner, held on October 30th.
