NJ TRANSIT welcomes external organizations to safely access and activate our facilities. Any work or temporary use of NJ TRANSIT property requires a permit. Available permits:
- Access Permits: For temporary facility use and third-party events
- Bridge Banner Permits: For municipality and non-profit community event promotion
- Certificates of Registration: For non-commercial public expression
- Use & Occupancy Permits: For utility companies and municipalities

NJ TRANSIT reserves the right to reject any applications for commercial or non-commercial speech or expression at NJ TRANSIT facilities where such conduct will impair NJ TRANSIT’s ability to conduct its mass transit related business or where such expression gives rise to credible public safety concern.

Use & Occupancy Permits
Use and Occupancy Permits are typically issued to utilities companies and municipalities and allow certain facilities, such as pipes and wires, to occupy NJ TRANSIT’s property. Requests for Use and Occupancy Permits should be submitted to NJ TRANSIT Real Estate Department Attn: Use and Occupancy Permits, One Penn Plaza East, Newark NJ 07105. In addition to a letter indicating the scope of the proposed work, applicants must submit six signed and sealed plans on 11’ x 17” and two full-sized sets (typically 24” x 36”). Plans must show only the installations proposed to be on NJ TRANSIT’s property and must include the property boundaries. NJ TRANSIT’s “Guidelines for Working within or in Vicinity of NJ TRANSIT’S Right-of-Way” (See link below) provides guidelines for each specific type of installation and provides more details on the application process in section EP-2.
