NEWARK, NJThe NJ TRANSIT Board of Directors today appointed Joyce Gallagher as the new Vice President and General Manager of NJ TRANSIT Bus Operations at the agency’s regularly scheduled meeting.

Ms. Gallagher has served as NJ TRANSIT’s Acting Vice President and General Manager of Bus Operations since December 2011, managing the second largest bus fleet in the nation, with buses serving approximately 65 percent of the State’s public transportation customers.

“With more than 37 years of experience in the transportation industry and a long and distinguished history of service at NJ TRANSIT, Joyce’s depth of knowledge about public transit will serve our customers and employees well.  I’m pleased that we were able to fill this important position from within our own ranks,” said New Jersey Department of Transportation Commissioner and NJ TRANSIT Chairman James Simpson.

“I’m confident that Joyce will rise to the challenges associated with keeping our bus network moving to provide nearly 540,000 passenger trips on a typical weekday throughout the Garden State, and to and from New York and Philadelphia,” said NJ TRANSIT Executive Director James Weinstein.

“I am committed to ensuring the safe, reliable and efficient operation of bus service for our customers who depend on NJ TRANSIT routes — day in and day out,” said Ms. Gallagher.  “With nearly two-thirds of NJ TRANSIT’s total customers relying on bus service, a robust and reliable network is critical to both the State and the region.”

In 1980, Ms. Gallagher joined NJ TRANSIT as a project manager on a service development task force that was responsible for restructuring interstate bus service in Passaic County.  She later advanced to Deputy General Manager of NJ TRANSIT’s Southern Division Bus Operations, a position responsible for all transportation-related aspects of bus operations in south New Jersey, including operations out of five garage locations and three major terminals, utilizing 300 peak buses and involving 900 employees.

Ms. Gallagher has also held leadership positions in NJ TRANSIT’s Light Rail division, as well as at PATCO and the New Jersey Department of Transportation.  Most recently, she served as NJ TRANSIT’s Chief of Contracted Services, a position responsible for directing the ADA Services division of NJ TRANSIT, including Access Link paratransit service.  She was also responsible for directing affairs involving private carriers and contracted services.

During her tenure at NJ TRANSIT, Ms. Gallagher was a key member of the teams responsible for the implementation of the Newark Light Rail extension to Newark Broad Street Station in 2006, as well as River Line light rail service from Camden to Trenton that launched in 2004.

As Vice President and General Manager of Bus Operations, Ms. Gallagher will provide a sharp focus on the chief tenets of NJ TRANSIT’s Scorecard initiative, including improving the customer experience, enhancing productivity, and reducing reliance on taxpayer subsidy.

Ms. Gallagher is a graduate of Rutgers University, where she holds a Bachelor of Science degree in Civil Engineering.
