The standard approach to developing projects at public agencies is largely internal: the agency identifies a need, develops a project, and seeks a technology vendor/contractor to carry out the scope of work. However, unsolicited proposals present an opportunity for external parties to bring unique project proposals for consideration. This process expands NJ TRANSIT's horizons and sparks conversations about alternative approaches and solutions.

Do you have an idea for a better way for NJ TRANSIT to meet its goals and deliver its mission, projects, and services? Consider developing a conceptual proposal.
We extend an invitation to apply for consideration for any vendors looking to collaborate with the NJ Transit Innovation IT. All vendors must abide by the New Jersey transit contracts, requirements, and regulations and adhere to all agreements. The review process takes two to three weeks.
One key benefit of the Innovation Team's simplified four-form agreement is the preapproval of NJ Transit's ability to collaborate. Any organization who completes and returns the simplified four-form agreement is automatically eligible (but not guaranteed) to engage with the Innovation Team. If a candidate proposes any changes to the contracts, the New Jersey transit legal team must review any proposed changes. This process may take up to 270 days to complete before New Jersey transit can evaluate the proposal. In short, interested parties should fill out the Unsolicited Proposal Form. Then after speaking with the Innovation Team, if they desire to build a proof-of-concept, fill out and return the simplified four-form agreement.

Prospective vendors who fill out the following four forms are eligible for consideration in New Jersey Transit Innovation Team proof-of-concept projects. These forms represent a streamlined process to facilitate easy collaboration.
